Clearly the issue would be resolved quickly were the Queen to start writing messages with a pen in her mouth, Virmir style.

Also, the source of the tension is revealed: Giles and the Commodore both want the Pope Hat for themselves. He who controls the staff has earned the right to the hat.

Could they agree to asking her yes/no questions directly with her raising one paw or the other or raising or flattening her ears? And by the same token, she could indicate the same way whether Archmage's relayed interpretation is accurate or not. As long as they can agree that she retains her intelligence, that should keep everyone happy on the communication aspect.
