Well, if he recognized the "exotic pet" as Lucian he is more perceptive than Voltar at least.

Don't think he's talking about Lucian, I think he's referring to the crates.  He assumes (or hopes) that it's contraband because he is Voltar's competition.

Don't think he's talking about Lucian, I think he's referring to the crates.  He assumes (or hopes) that it's contraband because he is Voltar's competition.
"Contraband" was referring to the crates (assuming they contained what he was speculating) but  "fugitives" does refer to Lucian and Sierra (whether he knows who the feral is or not).
