Perhaps they were the results of differing methods of making/growing the bodies. There's also skeletons (full or partial) in some. As long as you have space, why throw away your failed attempts? They may be useful. a consciousness may be the last thing added.

My guess is that Suzocon found Roko's charred remains, rebuilt a body from them and added a (soulless) personality to animate it, perhaps not knowing (or caring) that she would need the ability to sleep to keep going very long.

I wonder if they'll keep the pendants (Roko's storage for now) or leave them on the beach. They could be useful in the future but then they might be able to be tracked, too.
