Perhaps they were the results of differing methods of making/growing the bodies. There's also skeletons (full or partial) in some. As long as you have space, why throw away your failed attempts? They may be useful. a consciousness may be the last thing added.

My guess is that Suzocon found Roko's charred remains, rebuilt a body from them and added a (soulless) personality to animate it, perhaps not knowing (or caring) that she would need the ability to sleep to keep going very long.
