He's offering her everything she could want - at the cost of all she holds dear. So since "raw power" failed to move her, we're going to try low nogitune cunning.
Nice touch that he transformed Roko into Miyo-chan. That is what we who play poker call a "tell." He hates Roko and that hasn't dimmed one bit, and even when he's trying to silver-tongue Saida-hime, he can't help but tip his paw on that. And that may be the fatal mistake, because quite unlike Brand, she likes Roko-sama. A lot. And she'd instantly know the significance of Suzukon-kyo turning him into Miyo. She would like Roko at her side, not some flesh golem with a Hollow Spirit inhabiting it.
His goal hasn't changed one bit. He wants to be a tenko-kitsune (Celestial Fox) and depose all the rest of the kami to rule the world as he sees fit - probably make every sapient thing on it his slaves or his guinea pigs for further experiments.
The question still hangs heavy in the air. Is it worth it, Saida, to loose this universe's Tamamo-no-mae upon the world? Can you trust a single solitary thing that comes out of that fanged maw with two tongues? This. is. a. Villain. He wants nothing less than to enslave the world. No better than any of the other kami we've seen. I had him tagged as a monster almost right from the start, and he ain't changed his spots. Even the Mark of Ameratasu on his forehead (the three short lines) is fake. So is he.
