Mind you i had to use goggle translate for this. But yes roko always spoke Fluent English. Before all this his soul was Literally being torn apart in order to become a barren husk to be turned into Miyo. So the tailed rat could become the god of life and yada yada. Thus this is why he was having mental issues before. You know one could be expected to be a bit frazzled from such an experience.

Real question is, Is brand still alive?

Most comics are assumed to be spoken in or translated to the reader's language. Some will use brackets, different speech bubbles, a different font or something else to indicate another language is being spoken in a multilingual group. Twokinds uses 2 different brackets to indicate basitin or keidran languages, Slightly Damned uses different colors.
