I could see either a coup, or an attempt to convince others that the spell was a blessing because of the murals that he mentioned earlier.  The latter could either be a devious scheme or a conspiracy theory that the fox honestly believes.

Assure the commodore that the measures are being taken for the safety of him and his men, to ensure that the symptoms do not spread uncontained without at least a cure.
