Don't mean to nitpick too much, as there may be a rank system that I am unfamiliar with. (One specific to semi-medieval anthropomorphic foxes,   for example).

In the US navy, a Commander would be an O-5, and a Captain, an O-6. In the Marines, as in Army/AF, a Captain would be an O-3, then you would go Major, Lt Col, Col, various Generals.

Unless he's talking about a demotion?

I've never read of commander ranking under a captain before. Commander is one notch above in this world.

EDIT: Interesting. I never really read up on real-world rank names much. My choice of "commander" ranking above captain here stems from two influences, one of which being my miss-remembering the rank of "commodore" as "commander" in a story about space rabbits I read several years ago. So obviously that's invalid. The second being from the Discworld novels I've also been reading over the past few years, in which the Commander of the city watch ranks above the Captain. I may consider changing his title to Commodore here simply to avoid confusion.

Like EccentricOrbit mentioned, "captain" can be a somewhat middling rank in a non-naval context.

However in navies "captain" is a particularly important rank.  Captains in command of vessels have absolute responsibility and authority aboard their ships with no direct oversight, so it's a much bigger deal to be captain of a ship in a navy than it is to be a captain in the army.

(Making him a commodore is ideal, IMO.)

Yeah, well, the average I remember is "Lieutenant in the navy is a captain in the army, captain in the navy is a colonel in the army". It's not always like that - some countries use the same or similar set up in both places (with lieutenant being the lowest officer grade), but it is a good rule of thumb for the Big Navies like US or UK.
