Hmm, he is bound and, from previous strips, surrounded by some kind of binding/prison magic. And is that a collar around his neck? I wonder what that is meant for... and I wonder what the Mages have in mind for Julian.

Probably tests, and in my opinion, possibly a telekenetic link to try to interrogate him about the staff. They have three people after all among thier ranks that need to be restored(the queen most important)
