As we really don't know Why the puppet master did what he did. For all we know he was just trying to take over the world. Its not like anyone else saw the puppets as anything outside of a plague. Not some fable freedom fighters or anything like that.
Further more, Just to add fuel to the fire i just started. Look at what it did to the dark aves? It devoured them... That is a massive red flag that for all we know. It was trying to consume to the planet itself.
While the puppetmaster may be bad, the other thing to consider is those who are the ones saying the puppetmaster is bad. Cause that is the snake dragons that say he is bad.
Who knows, it may just be some guy named steve and his dungeons and dragons group, who were cursed into the tree form by the queen of the snake dragons.
