Roko's first instict was to remember how the kobolds were constantly chasing him down. Then to show off a bit of electrical power to "Get the bucko to back off"

Roko also isn't able to teleport. He may be a balloon, but he wouldn't be out of range for a kobold to throw a spear through him. And even if he was super fast, then what? He just floats endlessly into the air forever alone? Also, while all spears may not be javalins, all javalins are spears. He was hosed no matter what he did.

The necklace is not just some shiny trinket, it is one of the most important things to Roko. In like.. many layers. Cause if I'm not mistaken that is also the thing that holds the gemstone from the serpent dragons too.

First of all, trusting the puppet master... In all honesty is the worst Decision you could have taken. As we really don't know Why the puppet master did what he did. For all we know he was just trying to take over the world. Its not like anyone else saw the puppets as anything outside of a plague. Not some fable freedom fighters or anything like that.

Further more, Just to add fuel to the fire i just started. Look at what it did to the dark aves? It devoured them... That is a massive red flag that for all we know. It was trying to consume to the planet itself.

While the puppetmaster may be bad, the other thing to consider is those who are the ones saying the puppetmaster is bad. Cause that is the snake dragons that say he is bad.

Who knows, it may just be some guy named steve and his dungeons and dragons group, who were cursed into the tree form by the queen of the snake dragons.
