I guess it's just the window shine effects over the pupils but his face in the window there in the last panel almost looks like he's gone white-eyed with rage.

I thought the Chancellor was the mastermind, here it looks like he's just a puppet.

It is surprising. The Chancellor seemed completely in control of the situation in his earlier scenes.
He's acting very oddly though. Maybe he is drugged or enchanted.

Is Alastair wearing... a bandana? That is a bit of a casual look for someone of his station. Then again, surrounded by minions he controls, what do look matter.
