It seems to be a channeling or summoning staff for the purpose of enhancing magic. Shame nobody's pulled a Gandalf and beat someone over the head with it yet.

I think it's more of he's a trader, gray market, and officials ask some uncomfortable questions about the merchandise and where it came from.
