It's a butchered mess created by taking a real Latin text, swapping things around, and inserting radom syllables.
It's used in designing page layouts, because unlike "asdfasdfasdf" or stuff it actually looks like real words, with varying word lengths and stuff, so gives a pretty good idea how a page will look when you put real text in it.

Perhaps I misunderstood what you were implying there, but I saw a word with very inappropriate implications for a PG setting in the removed portion. Please do be more careful.
